Awarded by the OECD as one of the“Better Programming to Deliver Comprehensive Solutions to Refugee Crises” (2017)

“The Programme adopts a market-based approach that is unique in Syria, where humanitarian aid distribution is the norm. All inputs and services are provided to direct beneficiaries using a “Cost Recovery” system. This means that any beneficiary who receives services or inputs from the Program pays them back at a subsidised price that equals 70% of their value. Collected payments are then deposited in a dedicated bank account and used to fund similar inputs and services for new beneficiaries.”

In short, beneficiaries participate in the funding of activities. A new way of creating development.

Early Recovery - Intervention Areas

CIHEAM di Bari has introduced several Innovative methodologies that have added to its impact. Starting from an emergency/early recovery intervention in agriculture, the Programme is a valid attempt to go beyond a mere emergency approach, contributing to the development of the local economy.
